I've found that carrying one occupied escape pod is enough to draw pirates to you. The SLF is near essential for grabbing pirates on the outer edge of your gun/sensor range. Make sure your fire mode is correctly set. You see advice to turn FA off and give your boat a gentle spin (real gentle) but I always ended up tens of km away from the RES by morning when I did that.
