Is there a way to cap fps to a specific amount? my brother got a new pc last month and i noticed that when the fps is ridiculously high (1000+) the game becomes choppy, now that i got a new pc as well

Is there a way to cap fps to a specific amount? my brother got a new pc last month and i noticed that when the fps is ridiculously high (1000+) the game becomes choppy, now that i got a new pc as well that gets this sort of fps, is there any way to cap to something like 600 or 400? since the game only allows a max of 240.
